CHANGES TO STUDENT REFUND DELIVERY METHOD

higher_one_card_sampleStarting with the spring 2014 term MGCCC will no longer issue refunds automatically via check.  You will need to make a refund delivery choice in order to avoid delays!

Mississippi Gulf Coast Community College has partnered with Higher One®, to distribute all student refunds.  This change will offer more options including direct deposit so that you can receive your student refunds faster.

By now you should have received a green envelope in the mail containing your MGCCC Bulldog Card.  Don’t throw this away; you will need it to make your refund delivery selection!  Even if you are not currently receiving financial aid, all students enrolled in credit courses (with a few exceptions) will receive this mailer and card.

How do you make the refund delivery selection?

Once you receive your card, simply log into the website and choose from the three refund delivery options:

  • Direct Deposit into your current bank account
  • Direct Deposit into a new HigherOne checking account
  • Paper Check

What is the difference in the three options?

Direct Deposit into your current bank account- money in two to three business days, no waiting on mail delivery.

Same business day deposit to a Higher One checking account- money deposited to the account the same business day funds are released by the college.

Paper check- money in five to seven business days.

What do you need to do now?

Make sure we have your current mailing address!  Update on Web Services or visit your campus Admissions office.

Then, be on the lookout for the bright green envelope from Higher One! Once it arrives, you’ll simply use the card inside to let us know how you’d like to receive your money. Just choose the option that best fits you… and make a selection as soon as your new card arrives! Remember, even if you are not currently expecting a refund, we may have money for you in the future, so don’t wait.

Do you have to get your refund by Direct Deposit?

No, you can continue to receive a paper check by mail if you want.  However, those who do want to get their funds faster and avoid standing in lines at the bank to make deposits will now have the option to direct deposit.

What is this going to cost you?

There is no fee for the service to our students.  If you choose to open a HigherOne checking account, you should avoid using the MGCCC Bulldog card as a debit card (entering PIN at purchase).  Use it as credit (swipe and sign) and you will not incur any fees.  Go to www.MyOneMoney.com and click on the fee schedule at the bottom of the page for more information about fees associated with a HigherOne Account.  The bottom line is that you do not have to incur any fees.

    Well, that’s irritating. I get a dozen emails about a card I don’t want because the only convenient options DO have fees – yet there’s no option for the school to just direct deposit into my account?
    No thanks, I’ll wait for a paper check.

        Mr Dixon, why are yall not being honest with the students and letting them know that there are fees and penalties for using this card. The ATMs are only at College campuses and if they use their cards at any other ATMS that they can be charged fees by both the Higher One company AND the bank institution that has the ATM as well? Also, that if they make a transaction with their card as a Debit and not Credit and type in a Pin, they will be charged, but that alot of cases, when you swipe your card it AUTOMATICALLY transacts as a Debit and you are required to hit CANCEL first, then choose Credit…this is already happening to people. Also, those that do not want to use this card have to wait even longer to receive
        a paper check in the mail, unfairly penalizing us and unfortunately forcing desperate students to go ahead and choose to use the card! I just think this is so very unfair! Sorry, I just can’t keep my mouth shut about it. I don’t think it is ethical at all.

    It’s actually really easy. I took care of it a few weeks ago. It gave me all three options. I was going to choose my bank account but decided to go with the card instead.

    i already have a higher one acocunt through my college in LA do i need to switch it over and use the new card or can i keep my current one?

      I tracked down an answer for you.

      If you have attended a HigherOne school and already have an account, there are two options that you have when transferring to a new school: 1) merging your old account with your new account, or 2) keeping both accounts separate.
      1) Merging Accounts:
      •When Selecting a Refund Preference with the MGCCC Bulldog card, enter the primary email address from your previous account.
      •The system will ask you to either change the email address or enter the password from your old account.
      •If you enter the correct password, you will have the option to cancel your card from the first account.
      •Your accounts are now merged!
      Please Note: If you see an error message when attempting to merge your accounts, that means that the two schools you attend are associated with different bank partners and your accounts are unable to be merged.
      2) Keeping Your Accounts Separate:
      •When selecting a refund preference with the MGCCC Bulldog card from your new school, enter an email address that is different from your previous account.
      •Continue with selecting a refund preference.
      •Your accounts will now be separate.
      Please Note: Once your accounts have been merged, they cannot be unmerged.

    The problem with that is they want me to mail in a copy of my ID so they can send my money to my bank account. I don’t even know who exactly this company is, nor do I understand why I have to fax mail in copies of my IDs (not even the IRS requires that).
    One would think that the financial aid office would simply offer a direct deposit form and keep it that simple. But instead, I had to dig this unwanted card out of the trash to register for an account that I don’t want just to have my refund sent as a paper check.
    To add a little salt to the wound, I’ve gotten 20 or so emails about this stupid card, and there is no option to be removed from the mailing list.
    I’ve never heard of a college operating like this.

    I was on the last page of registering for the card, after filling out all that stuff it just bounced me out! I have tried to do it on several occasions only to have it say something does not match. Now it says its suspended. I am so tired of this card!!!! If i don’t proceed trying to fix it will my paper check automatically come?

      If you don’t make a choice, HigherOne will issue a paper check but only after waiting 21 days from the initial refunding date. If you are locked out, call the support line at 866-663-2228 or go to the business office for assistance.

      The final fall refunds are being disbursed January 24. The first spring disbursement will be February 7 for all aid except scholarships and loans. Those will be disbursed on February 21.

        Loans and such are processed 30 days after one’s classes start. So, much sooner than Feb 21st.

            Ah. Well, I’ve heard different answers from lots of different people. I wish everyone involved with the Financial Aid office would get together and and give people simple, accurate information. At any rate, the past 4 semesters has been 30 days after classes start, and that’s what I was told about this semester as well.

            So Shelly, you’re saying they’re now taking closer to 2 months to disburse student loans as of this semester??

          Jason, the schedule that I quoted was what was set forth by financial aid at the beginning of this aid year. However, I have been informed today that the schedule was incorrect and that loans will be disbursed next week, one week earlier than originally noted. The financial aid offices should be able to provide more specifics on when those funds typically go out each term. They provide the schedule to the college based on federal guidelines.

            The dates as to when the federal loan refunds will be disbursed to students seems to be up in the air every semester. I would like to be more informed as to the specific dates. I received an email notification yesterday from financial aid that my federal funds have posted to my account, and that a check will be mailed to me within 7 days. Then I go to my Higher One account and see that: MGCCC processes financial aid or tuition payments. If there are students due refunds, the college “releases” these refunds to Higher One by sending Higher One a list of who is owed a refund along with a wire transfer of the money to be disbursed. This is called a “refund file”. Higher One immediately checks that there are no errors in the file or wire and then starts refund disbursement.
            So my question is: When will our refund files be sent to Higher One for student disbursement??

      You can get a paper check, you just need to make that your preference. Log into the card website at http://www.mgcccbulldogcard.com to make the choice. You will need to have the card with you when you do so because there is a code on the card that you will need to use. Once that’s done you will not need to use the card again as long as you don’t change your preference.

        We shouldn’t have to do this! If we don’t want the card, the school should just issue us our checks so we don’t even have to register with this Private Banking Institution and then be penalized by having to wait for our paper check, while others get access to their refund money immediately by signing up to be a customer! I think it’s ridiculous and UNFAIR!

    I love that this says refunds will be sent out sooner using the choices, yet it’s almost the 31st of January(estimated release date of refund) and no one i have spoken to student wise have gotten their refund back any sooner. This is no faster than a check – just saves me a drive to the bank since I chose Direct deposit. Thanks but its been more of a headache to students and financial aid/ business office staffs having to answer the same questions a thousand times a day.

      Spring refunds don’t get disbursed until February. The final fall refunds are being issued in January. Once they are disbursed, if you chose direct deposit you will receive the refund faster than waiting on the mail.

      The only time you save is the amount of time it would take you to get a paper check printed and mailed to you. So that’s just a few days. I’d rather wait and do it that way rather than to sign up for a card (which is actually an account) that charges me a monthly fee.

        According the the HigherOne fee schedule, the monthly service fee is not charged if you are a student.

    if I am getting a check sent to me where can I cash it? It used to be through handcock bank, and could cash it there. I do not have a checking account currently so where would I cash the check?

          Walmart will cash them, but if it’s a big check, and you don’t have a history of cashing lots of checks with Walmart, they can refuse to cash it.

    It would be nice to actually receive my card, But I just moved (and did change my address on the school site!!) but the card got caught up in my forwarded mail and Then I got an email stating my card was sent back to the school because it cant be delivered to a “new” address. It asked me to contact my schools Business Office. I HAVE TRIED CONTACTING THE BUSINESS OFFICE AT JEFFERSON DAVIS CAMPUS FOR OVER A WEEK… LEFT MESSAGES, TRIED EMAILING, AND NOTHING!!!! I’ve even been transferred from other offices to the business office and no answer, So if there’s anyway you could help me get the card resent out, to the address in my file that would be amazing.. as for the JD-Business office- I would love a job- seems like a great place to work- Get a paycheck to help only students who show face to face with you… BC the majority of us cant fit coming there in the middle of the day into our schedules.

      Amy if you are not having any luck reaching the business office you can also go to Admissions or Financial Aid and they are trained to assist students with card issues. They can reorder your card if necessary, but you have to go into the office in order to provide proof of ID.

    Why is no one addressing the fact that the “Higher One” web site clearly indicates that any option other than having refunds loaded onto the Bulldog Card go from Higher One BACK TO the Federal Reserve Bank? What guarantee’s are there that the Federal Reserve Bank will be prompt in delivering our money via Direct Deposit or Paper Check? Seems to me that student’s are being penalized if they do not agree to pay Higher Ones fees if they opt for a different delivery method.

    I have never recieved a MGCCC card , nor have I recieved a big green envelope in the mail. I have no idea what is going on? I have a student loan and pell and grant, Do these all come on this card at once or not? This is all very confusing.

      Suzanne, you can go on the higher one site and choose the Where’s My Card option. It is on the left hand side of the page. After I saw that mine had been returned I contacted admissions. I was told that I actually could have ordered a second card on the site but admissions did handle the request for me. Good luck because I still have not received mine.

    I went onto the higher one website weeks ago and opted for the paper check. WHERE IS IT?! I have rent to pay in DAYS and no money in my bank account! I have to get a stupid title loan on my car to pay my bills. This is RIDICULOUS.

    Your refund can be cashed at Walmart for a fee of $6. I always cashed my refunds there until I opened a checking a account.

    It really is ridiculous. The previous system was a lot better. I would have received a paper check by now. i always got my money on the estimated date every semester. And now with this new system I have to wait to get my money? And someone is talking about the seventh for the release date. Is that the day higher one gets my money? or the day I actually get it?

    DO WE HAVE TO SIGN FOR THE DELIVERY OF OUR CARDS OR ARE THEY LEFT WITH REGULAR MAIL IN OUR MAILBOX ? MY FIRST CARD SHOWS RETURNED BY THE POST OFFICE BUT I NEVER RECEIVED ANY KIND OF NOTIFICATION THAT DELIVERY HAD BEEN ATTEMPTED. A SECOND CARD WAS ORDERED AND SHOWS THAT I SHOULD HAVE IT BY TODAY BUT I STILL HAVE NOT RECEIVED IT. I AM WORRIED THIS WILL HOLD UP MY REFUND.

    In actuality we are only saving ourselves a day. By opting to receive and opening an account with the new card. Because if funds have already been recieved and accounts paid to the school we should have our funds on our cards already sent to higher one. Yet we are waiting until Friday the usual date of disbursement. Now we have to either pay everything with the card or just get large amounts from the ATM at campus for no fee. I believe the contractor and school system may have saved on this transaction. But as long as it all works out.

    I thought this new card was supposed to make getting our refunds faster, and easier. It seems to have just caused more stress and confusion. Last semester I received my refund with in two weeks of classes starting. That was even with the paper check. If we get our refunds on Feb. 7 that will be a full month after school has started. Some of us depend on that money to pay our rent, car note, electric bill, etc. I hope maybe next semester we will be able to get our refunds faster, or at least get a heads up on when the funds will be released so that we can make proper preparations.

      100% agree. Students in the nursing or paramedic classes are having to take out loans on titles and stuff because refunds are taking so long. Or they are having to drop the class or are being dropped because financial situations holding them back on shots and supply needed.

    Is there a reason the refunds are being split? My receipt says I’m suppose to get a lot more back then what was deposited into the account. Like most other people I am really depending on the full refund at the time it says.

    Joy, is the refund that you are saying that you received half of, was it your student loan or for something else? I’m waiting on my student loan refund which I have been told should have been disbursed 30 days after classes began. Does anyone know what’s going on that is actually involved in financial aid? When is this money going to be available on the card? Where is this schedule for disbursement from? People take out this money to help off-set costs of their daily lives and it showing up late is causing bills and rent to be late.

    How much longer until we receive our refunds? I’ve been waiting a whole month for mine and haven’t even received anything from the card. I thought it was suppose to be quicker and more convient. Seems like it’s more stress. It’s starting to get really aggravating!

    Ok, I went to the business office and they said they would cancel my old card that never came, and reissue me a new one…so I get this new card and go on the website to “activate” the card…I quickly learned why Higher One is being so generous with all of our student money…they get to charge everyone for everything that we do with this card!!! WHAT A FREAK’N MONOPOLY ON OUR STUDENT GRANTS AND LOANS!!!! WHY IN THE HECK WOULD A COLLEGE FORCE THE STUDENT TO CHOOSE HOW THEIR MONEY SHOULD BE SPENT!?? AND IF YOU “DON’T” CHOOSE TO USE THE CARD AND OPT OUT….THEY GET TO HOLD YOUR MONEY HOSTAGE UNTIL “THEY” DECIDED TO SEND YOU A PAPER CHECK THAT TAKES EVEN LONGER TO GET IN THE MAIL!!!!! THIS IS REDICULOUS!!!!! DID ANYONE EVEN ASK THE STUDENTS OF THIS UNIVERSITY IF THEY EVEN WANTED THIS CARD BIZ TO BEGIN WITH???? NO!!! THE CAMPUS HAS DECIDED TO TAKE ALL OF OUR MONEY AND ALLOW A COMPANY TO TAKE CONTROL OF IT…AND THEN MANIPULATE THE STUDENTS INTO MAKING DECISIONS THAT ONLY BENEFIT THEM!!!! I AM REPULSED! HOW DARE YOU DO THAT TO US! I am so disappointed!!! Every option on this website has a fee, or penalty, or limitation or else they can charge a fee AGAIN!!! Monthly service charges….OMG!     I surely hope that the students read the FINE PRINT of this so-called “Wonderful Card”…Higher One charges monthly service fees, you will be charged for ATM withdraws (UNLESS it is an ATM that accepts the card) and other charges and penalties that gives HIGHER ONE card the opportunity to take more of YOUR MONEY FROM YOU!!! BEWARE! Jus’ sayin! I’m really upset about all this done with OUR MONEY! NOT THEIRS!– OUR–MONEY! Next time you should give the students a CHOICE before you take it upon yourself to allow an OUTSIDE COMPANY come in and Highjack our Student Funds! Is this even LEGAL? Is it even Legal for a Campus to take students Federal Funds and give them to a Company to manipulate? I don’t know…but I’m gonna check into it. That’s like someone taking our Tax Refunds and giving an outside company our tax refund money, without notifying or even asking us, THEN…making us register with this so-called company (THAT WE DID NOT CHOOSE) JUST so we can tell THEM how we want our Tax Refund back? It’s outrageous!

    I am talking about the pell grant. I received part of my refund on Thursday. It was actually less than half. I’m curious why they are breaking it up and when I will get the full amount that is in my account.

    It states on the federal website that the grants are to be handled by the student and the institution of the students choosing ( the school we are attending) and not to be handled by third parties. However, this choice to use higher one was made by the administration of the school with no input from the students. The board got together and said this is what’s going to happen. All the signs and posters said optional and then boom…. No option available. We received an email stating our cards had been ordered process and sent. I had no clue what it meant as I hadn’t ordered anything. The last thing I want or need is a card or someone telling me how or what to do with my finances. they say the card should allow us to get our money faster and help us manage our finances as the cards are suppose to be made for student by students. Its all a clever way for them to make more money off our money. The last thing a student wants or needs is to have to pay someone to get money they are already having to pay to receive. If you ask me this is crap. I have books to order that the school doesn’t carry, supplies to buy, and uniforms to purchase none of which I can get through the school. in the meantime I am having extra out of pocket expenses causing my everyday expenses to fall behind. Who is reimbursing me for the drama, stress, and extra expenses occurred because the school took the initiative to make this decision themselves although it effects the lives of the students. I as well as many other students are now having to choose between our education and grades and our lives. By coming out of pocket for expenses that should be covered by grants and loans we are falling behind on rent, mortgages, car notes, insurance, and everyday expenses that we need to survive. I would like to know who gave the board the right to make decisions that effects the lives and financial status of the students. Heck we didn’t take out loans because we could afford to go to school and make these expenses out of pocket. we took out loans and receive grants because we cant afford it. Is the school going to house me when my family no longer has a place to live because of there negligence? How about the rest of the students whose lives they are putting in jeopardy. It doesn’t make sense from a business point of view nor from a personal point of view. You can make a decision for the masses that will benefit you and not the masses when the masses are what pays your bills. Just saying.

    Where is the rest of my refund? I only received 25% of it! I have stuff I need to pay because of this ridiculous higher one card I had to pay out of pocket and now my refund isn’t given in full amount. I am beyond mortified with the choices mgccc is making towards financial aid. We were not even given a choice with this card. This needs to be resolved and it needs to happen now. This week I will be speaking with my cousin who is the top leading reporter and works for ABC news and have a written report about the situation. mgccc and higher one will have to answer to what they are doing. It’s not fair that w have to suffer this way just for education. Some of us are barely making it and we depend on this education and financial aid. Not for mgccc to give it off to higher one and then they take OUR money! You better believe I’m getting this involved on the news.

    You should contact your financial aid office to receive an explanation of the amount that you received in your refund, and any balance that may be disbursed at a later date. Nothing has changed with the way amounts of disbursements are determined. The college follows federal guidelines in disbursement of funds. You simply now have options for receiving your disbursement electronically rather than waiting on a paper check if you choose to do so.

    So if we have a scholarship in addition to a pell grant and student loans, we have to wait until February 21st, which is basically almost midterms and HALFWAY through the semester. How is that fair to students who receive financial aid from multiple sources, and have to wait half of a semester just because they have a scholarship? There are many students who rely on aid to pay rent, car notes, etc., and when we have to wait this long for the financial aid assistance, it becomes frustrating! Not everyone can have a great paying, full-time job to supplement in the meantime!

      Nikki everyone I have talked to received their checks on the 14th. That is when my check came. It is like they are punishing those that chose to receive a check. It does not take 8 days to get here from Virginia.
